A. Marvin Quattlebaum, Jr., and Julius N. Richardson confirmed to Fourth Circuit

The Senate confirmed the nominations of A. Marvin Quattlebaum, Jr., and Julius N. Richardson, both of South Carolina, to seats on the U.S. Court of Appeals for the Fourth Circuit. Quattlebaum’s confirmation will fill a vacancy created when Judge William B. Traxler, Jr., assumes senior status on August 31, 2018. Richardson’s confirmation fills a vacancy created when Judge Dennis W. Shedd assumed senior status on January 31, 2018.

Judge Quattlebaum was previously confirmed by the Senate on March 1, 2018, to a seat on the U.S. District Court for the District of South Carolina. Prior to serving on the bench, he was in private practice in Greenville, South Carolina. He served as chair of the South Carolina Bar Association from 2011-2012. Judge Quattlebaum earned his B.A., cum laude, from Rhodes College and his J.D. from the University of South Carolina School of Law, where he served as a member of the South Carolina Law Review.

Richardson has served as Assistant U.S. Attorney for the District of South Carolina since 2009. Previously, he was in private practice in Washington, D.C. Following law school, Richardson served as a law clerk to Chief Justice William H. Rehnquist of the Supreme Court of the United States and Judge Richard A. Posner of the U.S. Court of Appeals for the Seventh Circuit. Richardson earned his B.S. from Vanderbilt University and his J.D., with high honors, from the University of Chicago, where he served as an articles editor of the University of Chicago Law Review.

The Fourth Circuit hears appeals from the nine federal district courts in Maryland, Virginia, West Virginia, North Carolina, and South Carolina and from federal administrative agencies.
