The Fourth Circuit offices in Richmond will open at noon on Monday, January 25, 2016, due to inclement weather. CM/ECF remains available. Oral arguments are scheduled to be held in Richmond from January 26-28, 2016. If counsel is unable to travel to Richmond to present oral argument, a motion to continue or to submit the case on the briefs may be filed via CM/ECF.
