The Senate yesterday confirmed President Obama's nomination of Pamela Harris to a seat on the U.S. Court of Appeals for the Fourth Circuit. Her confirmation fills a vacancy created when Judge Andre M. Davis assumed senior status and brings the court's membership to its full complement of 15 active judges. The court is also served by two senior judges.
